Cleanup of infrastructure before release.

* Removing Gemfile and Gemfile.lock; not appropriate for library gems.
* Removing old-style packaging with archive-tar-minitar (I'll miss you
  even if no one else does).
* Updated the manifest and the committed gemspec.
