Fix DHCP client retries.
In order to have DHCP retries actually work dhcpc_appcall() must be called for PROCESS_EVENT_TIMER too.

core/net/uip: Rename uip_ethaddr to uip_lladdr.
There isn't really a good reason I can think of for these
to be different between IPv4 and IPv6.

Removed SELFSTART_PROCESS as AUTOSTART_ENABLE generally serves that purpose - and AUTOSTART_ENABLE gets already set as required :-)
