mc1322x: remove rest tutorial
...
This tutorial was written for the older implementation of CoAP, and
while it may be possible to update it, the directions include URLs and
repos that no longer exist, so it's better to just remove it.

Delete old CoAP implementation
...
It seems that this implementation of CoAP in Contiki is no longer
maintained in favor of the `er-coap` implementation. This commit
removes the code to prevent confusion and further bit-rot.
