auth: do not implicitly assign RW access for creaters

a configuration like this:

    repo CREATER/.*
        C       =   CREATER
        RW+     =   WRITERS

was buggy; CREATER was implicitly part of WRITERS so he got RW
permissions implicitly, so the push went through
